Separate service page for each key-word we're ranking in

Hello guys,
I have a service-based website. Right now, I have around 30 commercial pages for different services, that we offer.
I came up with idea to add service page for each keyword we're ranking in.
For example, we offer home-construction service and we have 1 commercial page for this service. I will create 10-20 pages for keywords, related to home-construction services.
For example: bricklaying, Fundamental works, Landscape works, Concrete works, etc.I saw similar approach on this website. It's a link on bricklaying page: https://kiev.kabanchik.ua/ua/category/kladka-kirpicha
If you scroll down you will see section with keywords, related to bricklaying and each keyword has separate page with duplicate content.
My questions are:
- Do you know the name of this SEO tactic, so I can google more information about it?
- Do you think that it's good idea to use similar approach in order to improve your rankings for certain keywords?
- Is it a dangerous SEO tactic that may cause some penalties for your website or it's completely safe?

What Service Page Strategy Should We Use to Target City-Specific Local Intent Service Keywords?
Hey guys! We are targeting a number of cities in the Nassau and Suffolk County areas for foundation repair, insulation, and mold remediation keywords, and we were debating on creating city-specific pages for each location and service, or creating one service page for each type of service that contains all of the services and solutions within that service category for each city. Example: City-Specific Pages for Each Service: One page for say foundation repair, one page for foundation crack repair, one page for foundation problems, etc. (for each target city) Service Category Pages for Each City: One page for foundation contractors that lists all services on one page in sections. Which one do you think is better for local SEO and rankings? Both seem to have their advantages and disadvantages to me. Just to throw a couple out there, the category pages may not rank as high as the city pages for each individual service if our competitors have a whole page designed for that service and we only have a part of a page covering the topic. At the same time, they would save labor hours, technical issues would be less, and they would be condensed, and we would have WAY less mess on the backend. Who is correct - please help!
I have a website with a lot of product pages - often thousands of pages. As each of these pages is for a specific lease car they are often only fractionally different from other pages. The urls are too long, the H1 is often too long and the Title is often too long for "SEO best practice". And they do create duplication issues according to MOZ. Some people tell me to change them to noindex/nofollow whilst others tell me to leave them as they are as best not to hide from google crawler. Any advice will be gratefully received. Unsolved Different KD
I am using MOZ keyword explorer for quite some time. Yesterday I was checking KD for a keyword of my new tech-related website but it showed a different KD every time for the same keyword. The keyword is "NEW JERSEY IT SUPPORT", the first time it showed 29, and 2nd time it showed 33. Why is this happening?

Adding too many new pages at once - will it be seen as spammy
I have a database of around 10,000 business I want to list on my directory. My problem has been that my people have been adding to the database for over a year, but due to my hosting limitations adding them, caused my site to crash. I have now got this sorted, would going from 1,000 urls listed to over 11,000 may Google think I am trying to spam them. Would it be worth while dripping them in over time, or just adding them all at once. Any advice appreciated, Thanks

Is it advisable to have unique pages for different cities/states though there wouldnt be any actual differentiation in the content. For example should we have separate pages for "hammers in california" & "hammers in new york". The product is same and content more or less the same. The search volume for individual queries is low but collectively makes a large number. The unique title tag automatically will generate traffic. So does it make sense to make 50 such pages. Else is there any way to uniquely target 50 such queries/month/city
